Mainstreaming a Social Value Approach to service designed and delivery – intending to encourage and enable service planners, commissioning agents and front-line delivery staff explicitly to adopt approaches to enhance Social Value. To this end the Compact Partnership will seek to provide guidance on usable tools and techniques to guide options appraisal and differential social impact analyses.
Influencing decision-making and policy direction within Partnership Forums – ranging from Neighbourhood Partnerships through Strategic and Thematic Partnerships to the Edinburgh Partnership and its sub-groups. To this end the Compact Partnership will seek to articulate a strategic Third Sector ethos and to demonstrate the distinctive value of Third Sector activities.
Developing improved relationships between the Public and Third Sector fit for the purposes of (generally) enhancing Economic Democracy and (particularly) increasing levels of agency and control for disadvantaged communities. To this end the Compact Partnership will explore opportunities to promote the effective use of Community Benefit Clauses and to enable the development of Public Social Partnerships.
