City of Edinburgh Council suspends Grants to Third Parties Application process for 2014/15
On 01 October the Council’s Policy & Strategy Committee decided to suspend the grant to third parties application process for 2014/15 and instead to operate transitional arrangements for that year pending the outcome of the ongoing Review of Council Grants. This change is intended to simplify the system of awarding funds so that third sector organisations are able to participate more fully in the review.
The Council and funded agencies must still meet their obligations to undertake robust financial and performance assessments of currently funded third parties, and agree challenging targets for provision in 2014/15. These tasks have to be completed in time for the Council to agree awards in February 2014 which can be met within the budget.
Existing grant aided organisations can propose continued funding in 2014/15 and to do this need to complete a Grant Monitoring and Target Setting Form. This will have been sent to relevant organisations by email along with guidance notes for its completion. Completed forms need to be returned to the Council by 1 November 2013.
Council staff will assess forms received and all funding request will be reviewed. In some cases review will be by partnership bodies such as the Health Improvement Standing Group or Capital City Partnership as well as council managers. A final decision on grant awards is due to be made by the Council’s Corporate Policy and Strategy Committee at its meeting of 25th February 2014.
